Taken from report written by Robert Shaw consultancy on the clean neighbourhoods project evaluation report April 2010:

3.3.The responsibility for the day to day operating of the project was held by Tinnelly Surface Coating Removal. The project was co-ordinated by Barry Tinnelly. This proved effective as it created a productive cost effective operation, which was able to react rapidly to the numerous demands from the local communities across the project area. A typical turn round time for a community inquire was approximately four days. However on a number of occasions Mr Tinnelly and his team were able to commence and complete a job within two working days.

4.5.Due to its nature no capital element was required for this pilot. A budget of £xx,xxx.00 was applied to meet the objectives, milestones and outputs expected for the project. It is safe to say that in respect of the budget it proved appropriate giving an average cost of £xxx.00 per intervention. A reasonable value for money ration was obtained from the operator as investigations have shown that a similar business offering identical services was markedly more expensive. The operator also constructed a very functional web page allowing the management of the project instant access to a project evidence base.

1.In conclusion the ‘Clean Neighbourhoods’ project produced on the whole a very encouraging set of outputs and a good value for money impact. The competent approaches taken by both the project managers and the project operators meant that local communities whom requested the removal of graffiti or fly posting were dealt with in a productive and professional manner throughout. The facts that no community based complaints were received at any time during the project; I believe is testimony to not only the professionalism of the teams but to a fundamentally robust project rationale.
